EU’s Chat Control Proposal Advances, Threatening Encryption Ahead of October Vote

The European Union's controversial Chat Control proposal is gaining momentum as an October vote approaches. The legislation WOULD mandate mass surveillance of private communications across WhatsApp, Signal, Telegram and other messaging platforms—marking the most aggressive assault on digital privacy in modern European history.

Dubbed the Child Sexual Abuse Material (CSAM) regulation, the measure requires client-side scanning of all photos, videos and text messages before delivery. This creates de facto backdoors in end-to-end encrypted systems through AI-powered device-level inspection. Unlike current voluntary monitoring, the scanning regime would become compulsory for all communication services operating in the EU.

Citizens face an impossible choice: submit to pervasive surveillance or lose basic messaging functionality. The carve-out for military and law enforcement accounts underscores fundamental concerns about the system's reliability and selective privacy erosion. Implementation could increase reported incidents by 354% according to European Commission estimates.

After multiple failed attempts since May 2022, Danish officials are now spearheading renewed efforts to pass the legislation. Belgium's compromise proposal to limit scanning scope recently collapsed, leaving the original sweeping surveillance framework as the primary option under consideration.
